A Bargaining Update from the Brevard Federation of Teachers

On Tuesday, November 6, 2007, the Board and Union bargaining teams met at 2 p.m. at Mila Elementary.  After 4.5 hours, a tentative agreement was reached on the entire 07/08 contract.  This does NOT include the Board’s proposed MAP language (pay for performance), which is currently in Impasse and waiting on a ruling from the Federal Special Magistrate.

The following is the proposed salary schedule and language changes:

Current language on the union’s use of the School Board email system is extended for the 2007-2008 school year.

Article VI - General Conditions of Employment

Section B - Calendar

3.     The following days shall be designated as paid teacher holidays during the Fiscal Year 2007-2008:

       a.     September 3, 2007
       b.     November 22, 2007
       c.     November 23, 2007
       d.     January 1, 2008
       e.     January 21, 2008       
       f.     March 21, 2008

(new #6. and renumber current 6 to 7)  “During the 2007/08 School Year, the Board and Union will form a committee of equal representation that will study the impact of electronic grading and posting on teacher working conditions.  The results will be disseminated to the Board and Union .”

Section C - School Day

(new)  “10. During the 2007/08 School Year, the Board and Union will complete a study of how all elementary non-student time is assigned, i.e. the 40 minutes during the student day and the 90 minutes before and after the student day.  The results will be disseminated to the Board and Union .”

Section D - Teaching Assignments and Duties

4.  Add at the end of the paragraph: “Both the teacher’s certification(s) and recent teaching experience shall be considered when determining the teacher’s assignment.”

Section F - Assignments and Transfers

1.  (new) “f.  In April of each year, schools will compile a list of anticipated vacancies for the next school year.  The lists will be assembled at the District and then sent to all schools for posting.  This will allow PSC and CC teachers the opportunity to interview for possible transfer.  This process will be repeated in May after all teacher reappointments have gone to the Board.”

Article XVIII - Extracurricular Activities and Supplemental Compensation

Rename entire Article “Differentiated Pay Plan”

H. ACADEMICS add: “Robotics       (Middle/High School)           $700”

                             and “Lego Robotics (Elementary)                $416”

There is no increase in health insurance premiums or co-pays.

Instructional Employee Tuition Reimbursement Program

Changes to the program were mainly date changes except to increase the amount of reimbursement from $100 to $200 per semester hour.  Delete all the requirements for teachers to first apply for reimbursement from the state for critical shortage area classes.  Change the time lines to “coursework shall be for the time-period of July 1, 2007 to June 30, 2008 with the transcript due on the last business day in July, 2008.”  It was also clarified that all transcripts must be sealed.
